Richard was appointed Chief Executive of IHE in June 2016 and had previously been elected as President at the Institute from June 2012.to June 2014. Richard was previously a freelance Consultant practising in Highway and asset management. He also is a Trainer in these and other subjects. Up to 2012 He was the Western Area Manager for Northumberland County Council’s Local Service Department and was s responsible for an area of 2468 square kms based around the town of Hexham.
He is also responsible for the County’s Construction Division which delivers capital works on highways structure and street lighting. He has been with the County Council since 2003 and before moving to Northumberland, he worked for Stockton on Tees Borough Council for 25 years in highways maintenance. Richard joined the Institute Council in 2004, initially as one of the first graduate and student representatives, before being elected a full member in 2007.
He represents the Institute on several external bodies and is the media spokesperson for IHE. He has developed the IHE’s Highway Engineering Academy , had responsibility for the Highway Risk and Liability Guide and is
assisting NWSRG in the review of Appendix H
